Program Overview
The Access to Justice Program aims to improve access to justice and promote good governance in schools and communities throughout the Eastern Cape. The program will be implemented in four phases over 12 months.
Program Goal
To promote inclusive, accountable, and culturally responsive justice systems in the Eastern Cape, with a strong focus on youth, education, and community participation.
Program Objectives
- Increase Legal Literacy: To educate communities on their constitutional rights, legal protections, and available remedies for injustices. Promote awareness of rights among students, parents, educators, and community members.
- Promote Good Governance: Strengthen school governing bodies (SGBs) and municipalities to reduce corruption and ensure transparent management of resources. Encourage active citizen participation in local governance.
- Expand Access to Legal Aid: To provide marginalized communities, particularly in rural and remote areas, with free legal services and support. Create partnerships with local legal experts.
- Advocate for Gender Justice: Address gender-based violence (GBV) through education, advocacy, and legal support for survivors. Foster an inclusive environment where survivors are supported.
- Enhance Cultural Sensitization: Integrate human rights education within traditional justice systems, ensuring cultural practices align with national legal standards. Promote child protection.
Strategic Priorities & Key Actions
Priority 1: Legal Education and Awareness
- Develop Educational Materials: Create accessible content on basic legal principles, rights, and the justice system (visual aids, videos, infographics).
- Community Outreach: Hold regular workshops, seminars, and town hall meetings focused on legal education in collaboration with schools, community centers, and NGOs.
- Youth Ambassador Program: Train and equip selected youth ambassadors from schools to lead peer-to-peer campaigns promoting legal awareness.
Priority 2: Strengthening School Governance
- SGB Workshops: Conduct targeted workshops for SGB members on best practices in financial management, governance, and ethics.
- Develop Grievance Mechanisms: Work with schools to establish anonymous grievance systems for students and staff.
- Governance Audits: Conduct periodic audits of school governance practices.
Priority 3: Expanding Access to Legal Support
- Mobile Legal Clinics: Launch clinics that travel to rural and remote areas, offering free legal consultations, advice, and representation.
- Legal Referral System: Establish a system connecting individuals in need of specialized legal support with local lawyers and paralegals.
- Legal Helpline: Set up a helpline for legal guidance on issues ranging from family law to civil rights violations.
Priority 4: Gender Justice and Protection
- Awareness Campaigns: Run ongoing community campaigns to raise awareness about GBV and legal mechanisms for survivors.
- Support Services for GBV Survivors: Partner with local shelters and social service organizations for holistic support (legal counsel, psychological services, emergency housing).
- Legal Advocacy: Advocate for stronger enforcement of laws relating to GBV and better access to justice for survivors.
Priority 5: Community Engagement and Participation
- Public Hearings and Dialogues: Organize forums where citizens can engage with local authorities on governance, justice, and legal reforms.
- Traditional Leader Dialogues: Facilitate conversations with traditional leaders to bridge the gap between traditional and modern legal systems.
- Participatory Monitoring: Involve communities in monitoring program activities and implementation of good governance practices.
Roles and Responsibilities
- Program Director: Overall program management, strategic direction, and stakeholder coordination.
- Legal Advisors: Provide legal expertise, develop educational materials, and run legal literacy workshops.
- Community Engagement Officers: Lead outreach activities, organize community workshops, and engage with local leaders.
- Monitoring & Evaluation Officers: Collect and analyze data, conduct surveys, and prepare evaluation reports.
- Field Coordinators: Coordinate mobile legal clinics and ensure effective implementation in rural areas.
- Youth Ambassadors: Promote legal rights awareness in schools, mentor peers, and serve as liaisons for the community.

Financial Sustainability Strategy
- Fundraising: Actively seek funding through local, national, and international grants, as well as corporate partnerships.
- Partnerships: Leverage in-kind donations and partnerships with local legal firms, universities, and NGOs.
- Local Ownership: Train local stakeholders, including youth ambassadors and community leaders, to take over the leadership of certain program activities post-funding.
